This report emphasises the value and importance of ‘double devolution’ – a shift of power from national and local government to communities themselves.

It discusses the policy measures needed – in the form of investment and support – to enable the residents of the most deprived or ‘left behind’ neighbourhoods to both benefit from,
and participate fully, in this shift.

It includes a review of existing structures and suggests a new governance framework that enables community leadership.
