It investigates why some areas do not deliver exactly according to their Big Local plan, focusing on those areas who have deviated from planned expenditure (defined as delayed payments, cancelled payments and repayments of grants) the most.
Findings are categorised under themes such as challenging relationships, the realities of delivery, and skills and capacity.
