As well as funding, Local Trust offers support to areas as part of a comprehensive learning and networking programme. Learning clusters were launched in February 2018.

This briefing is part of our Local Trust research papers series, originally shared internally with staff. It reviews the extent to which these learning clusters achieved objectives, including supporting inter-area networking and collaboration, and developing technical knowledge on specific topics.

A version of this paper was first published internally by Local Trust in 2019. It was published on the Local Trust website in April 2022.
