Empowered Communities in the 2020s

Invitation to tender for research contract

December 2016

Local Trust is delighted to launch a call for tenders for ‘Empowered Communities in the 2020s: shaping the future of community development’, a major new independent research project.

This is an exciting opportunity for flexible, experienced researchers to be part of a forward-looking project that will shape a radically different future for communities. The project will act as a scoping and development stage of a larger and longer term project to engage and excite all those with an interest in empowered communities and to inform our future priorities.

A high degree of interaction and engagement with the many audiences with an interest in this research will be required throughout the contract. We want to collaborate with the research team on the project communications plan throughout the research, because we want to reach, influence and engage a wide audience, including and going beyond the traditional community development sector, and help frame a compelling vision for the future of work with communities that will attract diverse support.

The final research products will include an engaging narrative covering community development and other relevant topics over the last 20 years, highlighting current concerns and future considerations including discussion of the role of empowered communities in reducing poverty or improving the prospects of poverty reduction now and in the future.

Research questions

The research questions are:

  • How can communities become more empowered and vibrant in the next ten years?
  • How can communities identify and articulate issues and take collective action to address them over the next decade?
  • What needs to happen to bring about empowered communities?

Researchers are asked to define a practical and achievable scope for the research given the timescale, budget and need to engage with different audiences throughout the research.
